"Voluntary" ID cards

Under the government’s “voluntary” ID card scheme, to qualify for a passport you will have to have an ID card. Yesterday, during a Commons debate on the subject, Charles Clarke defended his position by claiming that “passports are voluntary documents” because of “the free will that people have to exercise in deciding whether they want to have a passport or not.” (Yesterday in Parliament, streaming RAM 11 min 45 secs in)
“Freedom is Slavery... Slavery is freedom.” (O'Brien in Orwell's 1984)
Not one Labour backbencher made a speech to defend Charles Clarke, but they still voted with him. Again I'm reminded of O'Brien:
“You are imagining that there is something called human nature which will be outraged by what we do and will turn against us. But we create human nature. Men are infinitely malleable.”
Especially if they're Labour MPs.
